II. Reception of documents from applicants

 

16. Reception of documents from applicants begins on 20, June.

The graduates of past years, graduates of educational institutions of primary vocational education and secondary vocational education, as well as citizens who have secondary (complete) general education received in the educational institutions of foreign states who didn’t have the opportunity to participate in the Unified State Exam during the state (final) certification) may apply to the 12.00 (Moscow time) on July 5 in accordance with the arrangements for the exam, approved by the Ministry of Education and Science of the Russian Federation, and to register for taking the Unified State Exam.

Submission of documents for the first year for bachelor and specialty degree programs (with the exception of part-time form) lasts till:

16.00 July, 5 – for those applying for degree programs which require additional professional, specialized or creative entrance exams;

16.00 July, 10 – for those to be admitted to the university subsequent to the results of entrance exams held by the university independently;

16. 00 July, 25 – for those to be admitted basing on the results of the State Unified Exam.

Submission of documents for part-time education (both state-funded and commercial places) is carried out from June, 20 till July, 31 16.00.

Submission of documents for master’s degree programs as well as submission of documents for the second and further years of study begins on June, 20 lasts till 16.00, July 30, 2012.

17. Admission to the university for training in basic degree programs is conducted at the application of citizens.

18. Applicants to the first year of training at bachelor or specialist degree programs may apply for and participate in competitions at the same time in no more than five higher educational degree programs in three areas of training (specialization). At the same time the applicant has the right to submit such an application to different forms of education, which implemented in the establishment of higher education, as well as both places within the ATFs and on the commercial basis.

18.1. Applicants having the right of admission without entrance tests, admission out of competition provided they pass entrance exams and the right of priority admission to the nationally accredited establishments on state-funded places, can exercise their rights by filing an application for admission to an institution of higher education for one degree program at the option of applicant.

To other state-accredited institutions of higher education the above mentioned applicants are entitled to be admitted on a competitive basis in accordance with the laws of the Russian Federation in the sphere of education.

19. To apply for studies the applicant must submit:

An original or a photocopy of the identity card (passport);

An original or a photocopy of the education certificate (those applying for admission without entrance exam or out of competition must submit the oriinal of the education certificate),

6 3х4 photos for those applying for the following degree programs: 031300 Journalism, 034300 – Physical Training, 070301 – Acting, which presuppose additional professional, specialized or creative entrance exams for degree programs requiring particular abilities or physical and psychological qualities.

Persons who did and retired from military service, within one year after retirement have the right to use the results of the unified state examination they passed a year before being called into military service. These persons must submit their military IDs

20. For master’s degree programs applicants must submit bachelor’s, master’s or specialist’s diploma till 16.00 June, 30.

21. Persons entitled to admission to the university without entrance examinations, out of the competition, subject to successful passing of entrance examinations, the right of admission priority, winners of school Olympiads held as prescribed by the Ministry of Education and Science, submit either the original or a photocopy of relevant documents when applying.

Person with disabilities submit an original or a photocopy of the document confirming their disability.

Children with disabilities, disabled groups I and II, who have the right to be enrolled out of competition pursuant to paragraph 3 of Article 16 of the Law "On education", must submit a medical and social expert report given by a federal establishment, stating that studying in the corresponding higher educational establishments does not disagree with them.

22. Application for the 1st year of degree programs can be submitted by persons having state-recognized certificate of secondary education, secondary (vocational) education or higher professional education as well as a certificate of elementary professional education if it contains a record that the applicant has complete secondary education.

23. Only persons who have a state-recognized of incomplete higher professional education, an academic transcript of a standard pattern or a diploma of higher professional education can apply for the second and subsequent years.

24. The application must contain the following information:

1) the surname, first name and patronymic;

2) birth date;

3) details of the document proving his identity, when and by whom issued;

4) information on the previous level of education and the certificate proving it;

5) degree program(s) or specialization(s) he/she is applying for, form and conditions (within ATFs and commercial programs);

6) information on the results of State Unified Exam (if the applicant has several results of State Unified Exam he/she must show what results and in what academic majors he uses);

7) about participation in competition on the basis of entrance exams, held by the university independently (for citizens with complete secondary education received before January, 1, 2009; for citizens with secondary vocational education; foreign citizens; disabled persons) if they don’t results of the State Unified Exams of the current year;

8) presence / absence of a diploma of the winner or prizewinner of the corresponding Olympiad (if any – mention the name of the Olympiad, details of the diploma of the winner or the prizewinner of this contest);

9) presence / absence of the diploma to belong to the category of persons entitled to admission without entrance exams, out of competition or on the basis of the right of priority;

10) need in hostel.

The applicant must sign the statement that he knows the contents of the license of the educational activities, certificate of state accreditation and its appendices or that he is aware of the fact that the higher educational establishment does not have the above mentioned certificate.

The applicant’s signature must also confirm the following:

obtaining higher education at this level for the first time;

application to no more than five higher educational establishments;

familiarization (including a public information system) with the date of submitting the original document of state education;

If the application does not all the information under subparagraphs 1- 10, or if the information does not reflect the actual situation, the university returns the documents to the applicants.

25. When submitting documents it is prohibited from charging applicants, as well as from demanding submission of original documents of state education (with the exception of persons applying for target vacancies, as well as persons enjoying the right of, in accordance with the laws of the Russian Federation, to be admitted without entrance exams or out of competition provided they successfully complete of entrance exams or the right of priority admission), as well as it is prohibited to demand documents other than the ones under the Present Regulations.

26. Persons applying for target vacancies, as well as persons enjoying the right of, in accordance with the laws of the Russian Federation, to be admitted without entrance exams or out of competition provided they successfully complete of entrance exams or the right of priority admission alongside with the documents enumerated in paragraph 19 of these Regulations must submit the original of the document of state education.

27. Applicants can submit application for the first year and other necessary documents using public postal service.

Documents sent by public postal service are admitted when received provided that these documents shall be received no later than deadline terms under paragraph 16 of these Regulations.

Submission of documents in digital form in DSU is not provided.

28. When submitting documents by public postal service the applicant must submit the following documents:

application form;

photocopy of documents identifying the applicant’s personality and citizenship;

photocopy of the state-recognized certificate of education;

photocopy of the military ID (for those who did and retired from military service, within one year after retirement have the right to use the results of the unified state examination they passed a year before being called into military service);

other documents under the Regulations.

29. Each applicant has his/her personal data file containing all the submitted documents, material of entrance exams, additional entrance exams, and other documents.

30. Applicant is given a note about submitting documents.

30.1. Upon written request the applicant has the right to take the original certificate of education and other submitted documents. The documents should be given by the university during the next working day after filing a request.
