8. Admission Requirements for Foreign Citizens

71. Admission of foreign citizens to Master’s, Bachelor’s and Specialist’s degree programs is carried out pursuant to the procedure established by the Ministry of Education and Science, Russia’s international treaties and its intergovernmental agreements. It is financed by the resources of the corresponding budgetary system of the Russian Federation (including the quota, allocated by the Government of the Russian Federation) and on the commercial basis with full coverage of corresponding expenses.

 

72. Admission of foreign students at the expense of the corresponding budgetary system is carried out in the following cases:

72.1. Within the quota, set by the Government of the Russian Federation, in accordance with the Enactment of the Government of the Russian Federation of 25.08.2008 no. 638 “About Cooperation with Foreign Countries in the sphere of Education” (Collection of Legislative Acts of the Russian Federation of 2008, no 35, Article 4034; of 2010, no 38, Article 4825) (hereinafter Enactment no 638) – to the federal higher educational establishments in the directions outlined by the Ministry of Education and Science of the Russian Federation (hereinafter - directions).

72.2 As specified in the Agreement on providing equal rights to the citizens of the member countries of The Agreement on Intensifying Integration in Economic and Humanitarian Spheres of March 29, 1996 specifying the terms of admission to educational establishments, approved by the Ordinance of the Government of the Russian Federation of 22.06.1999 no 662 (Corpus of legislative acts of the Russian Federation of 199, no 7, Article 3364); Agreement on Cooperation in the Sphere of Education of 15.05.1992 signed in Tashkent (Bulletin of International Treaties of 1994, no 4, page 9); Agreement on Cooperation in the Sphere of culture, science and education sighed by the Governments of Russia and Georgia, approved by the Ordinance of the Russian Federation of 2.02.1994, no 43 (Collection of Legislative Acts of the President and the Government of the Russian Federation, 1194, no 6, page 465) and other international treaties of the Russian Federation – to the state higher educational establishments.

72.3. On the grounds of the certification of the member of the State Programme of Support for the Resettlement in the Russian Federation of Compatriots Residing Abroad who joined the State Programme of Support for the Resettlement in the Russian Federation of Compatriots Residing Abroad approved by Decree of 22.06.2006 no. 637 of the President of the Russian Federation (Collection of Legislative Acts of the Russian Federation 2006, no 26, Article. 2820; 2009, no 11, article. 1278; no 27, Article. 3341; 2010, no 3, Article. 275) – to state and municipal establishments of higher professional education.

72.4. In accordance with the Federal Law of 24.05.1999 no 99-FL “The state policy of Russian Federation concerning compatriots abroad” (Collection of Legislative Acts of the Russian Federation, 1999, no 22, Article. 2670; 2002, no 22, Article. 2031; 2004, no 35, article. 3607; 2006, no 1, Article. 10; no 31, Article. 3420; 2008, no 30, Article. 3616; 2009, no 30, Article 3740; 2010, no 30, Article. 4010) (hereinafter Federal Law no 99-Fl) – to the state educational establishments of higher professional education.

73. Admission of foreign citizens, specified in subparagraphs 72.2 – 72.4 of Paragraph 72 of the current Regulation, to higher educational establishments for obtaining education at the expense of the corresponding budgetary system is carried out on the competitive basis, unless otherwise provided for by law of the Russian Federation.

 

74. Admission of foreign citizens to higher educational establishments for obtaining education on the commercial basis with full coverage of corresponding expenses by individual persons and legal entities is carried out on the basis of terms stipulated by the annual admission requirements.

 

75. Admission of foreign students to higher educational establishments on the major education programs, which require special procedure of implementation of national educational standards due to the use of STI information, subject to export control, is acceptable only by authorization of the federal body of the executive power, performing the functions of the establisher.

 

76. Acceptance of documents enrolment at the 1st course is held out within the following period:

76.1. For the foreign citizens, specified in Subparagraph 72.1 of Paragraph 72 of the current Regulations, within the time period set by the Ministry of Education and Science of the Russian Federation.

76.2. For the foreign citizens, indicated in Subparagraph 72.2 – 72.4 of Paragraph 72 of the current Regulations, within the time period set by Paragraph 16 of the current Regulations.

76.3. The acceptance of foreign citizens’ applications entering the University under the Contracts of full coverage of expenses by individual persons or legal entities is carried out within the time limits stipulated by the annual admission requirements.

 

77. While submitting an application (written in Russian) for admission to the University, foreign citizens shall submit the following documents:

copy of the applicant’s identification document or the copy of the identification document of the foreign citizen in the Russian Federation as pursuant with Article 10 of Federal Law of 25.07.2002 no 115-FL “Legal Status of Foreign Citizens in the Russian Federation” (Collection of Legal Acts of the Russian Federation, 2002, no 30, Article 3032);

original of the legalized formal document (Certificate) of education of a corresponding level (or its notarized copy) or original document issued by the foreign country and stating the level of education and (or) qualifications. The document shall be recognized by the Russian Federation as a state document of education (or its notarized copy). In instances stipulated by the legislation of the Russian Federation the applicant can submit the copy of the certificate which confirms this document. All the aforementioned documents shall be submitted in accordance with Paragraph 78 and Subparagraph 78.1 of Paragraph 78 of the current Regulations;

notarized translation into Russian of the document of the level of education issued by foreign state and (or) qualification and its appendix (the latter in cases provided by the legislation of the foreign country which issued this document of education);

copies of documents and other evidence which confirm the belonging of a compatriot living abroad to groups envisaged by article 17 of Federal Law no 99-FL;

4 photos.

All the translations into Russian must be done in the name which is provided in the entry visa.

 

78. Foreign citizens who apply for a bachelor’s degree program or a specialty shall submit documents of completed secondary or special secondary education or a document of the level of education and (or) qualifications issued by foreign state and recognized in Russian Federation as equivalent to a state document of secondary complete education or special secondary education.

78.1. Foreign citizens who apply for Master and Doctorate programmes shall provide either the bachelor’s diploma, the high degree specialist diploma, the specialist diploma or a document of the level of education and (or) qualifications issued by foreign state and recognized in Russian Federation as equivalent to a state bachelor’s diploma, the high degree specialist diploma, the specialist diploma.

 

79. Foreign citizens applying for admission within the limits of the quota allocated by the Enactment no 638 shall submit the recommendation.

 

80. Foreign citizens who apply for a bachelor’s degree program or a specialty shall be admitted to the higher educational establishment on the basis of the results of entrance competitions for the corresponding academic subjects which are determined by the university independently.

Foreign citizens who have certificates of universal state exam (USE) have a right to be enrolled on the basis of its results and are not admitted to entrance competitions determined by the university independently.

 

81. Foreign students applying for the first year of studies on the basis of the results of entrance competitions for the corresponding academic subjects which are determined by the university independently have a right to submit applications and to participate in competitive examinations/tests synchronously for three degree programs (specialties) where the basic educational programmes are offered as well as for vacancies within Admission Target Figures and under the contracts of full coverage of expenses.

Foreign citizens who have certificates of universal state exam (USE) have a right to be enrolled on the basis of its results and apply for admission to no more than 5 higher educational establishments on three degree programs (specialties), on different forms of education realizing major educational programs as well as vacancies within Admission Target Figures and under the contracts of full coverage of expenses.

82. Entrance competitions for foreign citizens indicated in Subparagraphs 72.2 - 72.4 of Paragraph 72 of the current Regulations are determined by the university as pursuant to Paragraph 31 of the Regulations and held in the form determined by the University independently.

83. Foreign citizens applying for admission under the Contracts of full coverage of expenses by individual persons or legal entities go through enrollment exams/tests determined by the University independently.

 

84. If foreign citizens indicated in Subparagraphs 72.2 - 72.4 of Paragraph 72 and Paragraph 74 of the current Regulations submit the certificate of universal state exams for disciplines which are included in the list of entrance tests, the University shall recognize the universal state exams’ results as the results of entrance competitions for the corresponding disciplines.

 

85. Foreign citizens, who are eligible for admission at the expense of the corresponding budget and are winners or prizewinners of the final stage of the all-Russian Olympiad, are enrolled without entrance exams to state and municipal higher educational establishments at degree programs (specialties) corresponding to the specialization of the Olympiad.

Results of the winners or prizewinners of the final stage of the all-Russian Olympiad are recognized by the university as the highest results of entrance examinations (100 points) for the disciplines corresponding to the specialization of the Olympiad.

Foreign citizens, winners or prizewinners of the final stage of the all-Russian Olympiad, as pursuant to the Procedure of the Conduct of the Olympiad approved by the Ministry of Education and Science of the Russian Federation.

86. Foreign citizens, indicated in Subparagraph 72.1 of Paragraph 72 of the current Regulations are enrolled at the University without entrance exams.

87. The enrollment of foreign citizens, indicated in Subparagraphs 72.2 – 72.4 of Paragraph 72 of the current Regulations on the places financed by corresponding budget will be held according to the procedure and within the limits determined by Chapter VII of the current Regulations.

88. The enrollment of foreign citizens directed by the Ministry of Education and Science of Russian Federation will be held in time determined by the Ministry.

 

89. The enrolment of foreign citizens under the contracts of full coverage of expenses by individual persons or legal entities is held before August 20, provided the contract has been signed and payment equivalent of the fee for one year of education.
